Diablo is unincorporated. Start with Contra Costa County to confirm planning and building requirements for the parcel, rather than assuming the Town of Danville is the permit authority.

Does the Diablo Municipal Advisory Council issue building permits?

No. Its role is advisory on local planning and land-use matters; final decisions remain with Contra Costa County. Advisory review and building-permit approval are different steps.
